Will speeding motorists really be fined £10,000?

You may have heard that there are proposals to quadruple fines in the Magistrates’ Court. In theory, fines of £10,000 could be applied to a speeding offence but, since fines are linked to income, the proposed changes are unlikely to make any difference in practice.
